[SYCL][Doc] Fix broken link in forward_progress #12652

sycl_ext_oneapi_launch_queries was originally part of sycl_ext_oneapi_forward_progress. When we split things into two extensions, we forgot to update one of the links.

Looks like the extension is also considered a dependency, so it LGTM!
