Summary
ubuntu-latest is switching to default to Ubuntu 24 soon: https://github.blog/changelog/2024-11-05-notice-of-breaking-changes-for-github-actions/ I think it's not likely to cause any problems, but for now we can opt out of the update by fixing the version.
