Describe the change

Applied below changes to EL-TCK module

  • Updated the sigtest-maven-plugin to jakarta.tck:sigtest-maven-plugin:2.1
  • Replaced use of TestUtil with ELTestUtil
  • Copied classes from com.sun.ts.tests.common.el to com.sun.ts.tests.el.common
  • Removed usage of com.sun.ts.lib.harness.EETest.Fault
