Update local monitoring e2e test jobs in PR check

Description

This PR has the following changes:

Updates build_crc_local_monitoring and test_crc_manifest_build_local_monitoring jobs to run only local monitoring container end-to-end tests as part of PR check workflow

Fixes # (issue)
Currently the new added jobs take ~45 mins to complete, hence to reduce the time taken updating the jobs to run only container e2e tests.

We will need to move tech empower to sysbench and check if execution time reduces as it seems to take 24 mins and it is preferable to have PR check tests to complete in 5 mins
