By creating a VMI on the CI cluster and using virtctl to connect to it I'm able to get the following log from sshd:

Nov 21 10:31:24 testing-rocky9 systemd[1]: Starting OpenSSH server daemon...
Nov 21 10:31:24 testing-rocky9 sshd[14104]: OpenSSL version mismatch. Built against 30000010, you have 30200020
Nov 21 10:31:24 testing-rocky9 systemd[1]: sshd.service: Main process exited, code=exited, status=255/EXCEPTION
Nov 21 10:31:24 testing-rocky9 systemd[1]: sshd.service: Failed with result 'exit-code'.
Nov 21 10:31:24 testing-rocky9 systemd[1]: Failed to start OpenSSH server daemon.

This looks like a rockylinux problem, openssl updated but sshd not rebuilt / not upgraded ?

I don't understand why it was fine before though.
The image does not appear to have changed : https://quay.io/repository/kubespray/vm-rockylinux-9?tab=info
