VPA - Update docs a little #7494

Mostly markdown linting things, but some small fixes (I found some unnessesary whitespace).

I made one wording change to try put emphasis on the fact that the VPA's primary purpose is resource requests and not limits

What this PR does / why we need it:

The docs for the VPA need to be cleaned up a bunch, I gave it a once over to try make things neater, and ended up mostly on small lifting type issues.
I also tried to make the intro paragraph focus on requests, as many users seem to think the VPA controls limits.

Good idea, fixed in 586813c

provides recommended values for the containers' cpu and memory requests.

Same here

kills them so that they can be recreated by their controllers with the updated requests.
