Bluetooth, Restructured config, interim release

Implemented Bluetooth Classic/RFCOMM
Restructured config files. Ingest is maybe 90% done, but spinning a release early for Ali in Uganda.

Flow control, better display on large screens

Added flow control on the input channels (USB, socket), and generally made input handing more robust. Improved display on large screens -- all fonts on the display screen now adapt to the screen size.

Portrait, change I:E handling

Leave all formatting of I:E to embedded controller.
Restructure graph screen layout; add portrait layout.
Make app icon look better with a dark background.

0.1.0: Alpha for Play Store

Generally cleaned up and feature-complete. The only missing major functionalities are Bluetooth connectivity and configuring the app for different data feeds and layouts.

App display improvements

On the app, Add prefix and postfix strings for values, and correct I:E display.
Randomize debug charting functions, and use ranges from spec.

Display Numeric Values

Implement reasonably nice, decimal-aligned display of values.
Make settings persistent.
Verify checksum.
Make meterData look at wall clock time.

chart data from serial port

Added setting menu, and the ability to select the input source for charting.
One of the choices is the serial port.
