add bump-sec-scanners-config-reusable.yml #56

Description

Changes proposed in this pull request:

  • add a reusable workflow that can bump the sec-scanners-config.yaml of a given repository.

Test

The workflow was conceptually tested by creating a carbon copy of it here and using it here. The workflow was triggered here, resulting in this PR. After merging the PR, the started workflow finished successfully.
