Link Shortner written in Python on Django 2.1.2

The project has it's Python 3.6.6 virtual environment under ./venv/

Unfinished work: linking oAuth2 with Django auth, the Django oAuth Toolkit supports oAuth2, it is installed in the virtual environment. Ref: https://django-oauth-toolkit.readthedocs.io/
