Nice cleanup! Glad we are now able to remove the hack🤖 The only thing is we probably should only do this after 0.19, once that cancel htlc is up and running, and all existing htlcs are cleaned. Otherwise we may run into the case where an existing FC is ongoing, and we end up decreasing the budget there.
