Adds a quick note about Project Editor and Project Viewer to the
lightstep_user_role_bindingresource. I kept it short so let me know if you think users need more detail.(The link to the changelog doesn't work because the post isn't up yet. It'll work once the updated Cloud Obs docs are live.)
