enhancement-506: Add eslint with prettier plugin and integrate it in preversion/release pipeline (Part 1 - config)

In this patch I introduced the last version of eslint 9.X and configured it for typescript and added support for prettier.
So now if you run npm run lint it will check all the rules, including prettier ones.
