Population Analysis: departure time and activity length

For checking initial population (for example delivieries from external providers) these scripts proved to be helpful (e.g. today for @GregorRyb). They were copied from matsim-kelheim and created by @luchengqi7.

They analyse plan files for trip departure times and activity length, respectively. One could argue to run a simulation for one iteration and check the (new) output instead, i.e. activity csv and events. However, that would require to set up a config and a simulation, while these scripts can just be run quickly. They complement the other scripts in the application.analysis.population package pretty well.
