This PR adds functionality to improve the freespeed estimations of road networks in the
org.matsim.application.prepare.network.paramspackage. This includes:More details are presumably published soon in "Road network free flow speed estimation using microscopic simulation and point-to-point travel times" (ABMTrans 2024)
