What ❔

This PR enhances the PR Template to be more external-entities-friendly.

Why ❔

With more ZK Chains run by non-Matter Labs entities, we need to scale the way we transfer knowledge and give external entities a better experience.

Checklist

  • PR title corresponds to the body of PR (we generate changelog entries from PRs).
  • Tests for the changes have been added / updated.
  • Documentation comments have been added / updated.
  • Code has been formatted via zkstack dev fmt and zkstack dev lint.
