feat(actions): ko-locale label discord noti webhooks

Description

Suggestions for receiving notifications about issues assigned to the ko-locale team. (Email, Discord, etc..) There is currently no way to receive notifications.

Send a notification when the l10n-ko label is attached.

@mdn/yari-content-ko 방법을 고민해보았습니다. ko-locale 라벨(l10n-ko) 추가시 actions로 (1) 현재 PR과같이 Discord에 webhooks로 Korean 채널에 알림을 주거나 (2) https://groups.google.com/g/yari-content-ko로 메일을 보내는 방법이 있습니다.

템플릿에 추가 하는 방법은 사용자가 지울 수 있고 불필요한 영역이 매번 들어가게 되어서 현재 방법이 가능하다면 좋을 듯합니다. 이메일과 discord 중에서는 어느 방법이 괜찮아 보이나요? 의견 부탁드립니다.

I haven't received any emails/notifications regarding this, so I'm leaving an inquiry because I'm curious about how other people can check.

If you need to check it manually, it would be a good idea to add our team mention to the ko issue template itself.

저는 디스코드보다 메일을 더 선호하는 편이라(플랫폼 비종속성) 메일이면 좋을 것 같습니다.

그렇지만 다른 분들이 디스코드가 더 편하시다면 디스코드도 괜찮아요.

@1ilsang 디스코드 "korean" 채널이 있기도하고, 디스코드 앱에서 알림 설정이 가능해서 우선 디스코드로 했는데 메일 좋습니다.

mailutils 패키지 설치하여 mail 명령어로 보내려했는데, step은 성공했는데 메일이 안오네요 ㅎㅎ.. 여유 있으실 때, 도움 부탁드립니다.
