The bbappend is looking for the xml in an incorrect location. This file is present at ${D}${datadir}/l4t-storage-layout/${PARTITION_LAYOUT_TEMPLATE} and ${D}${datadir}/l4t-storage-layout/${PARTITION_LAYOUT_EXTERNAL}
