Update classifiers with development status

This is purely informational.
I could've added more Topics, as many fits pywin32's wide range. But specifically added Topic :: Text Editors :: Integrated Development Environments (IDE) for the Pythonwin editor.
#2422 officially set the minimum Windows version to Server 2008/Vista

Not a fan of this tbh - the new topic is the only topic (and even if it wasn't, I sure wouldn't recommend people looking for an IDE to try pythonwin). And Windows is fine, I don't think the distinctions are helpful but instead actively harmful to maintain.

The intended supported Windows version has always been a bit nebulous even as a dev (at least until #2422 ). So I figured that may help clarify. But if you don't like this suggestion it I'll omit them.

Are you ok with the "Development Status :: 5 - Production/Stable", addition? That one shouldn't really ever change.
