Fixed bug set nbits for the miner

NOTE:
There are two options for Stratum Pool Server:
- if miningDiff is set to zero, nbits will be treated as b
- if miningDiff is set to a ‍‍‍positive integer, proxy will set miningDiff * nbits as b for miner
