Bunch of packaging/ops updates:

  • Repakcages ledgereth package to be more modern
  • Updates linting and type checking tools
  • Upgrades Ethereum ecosystem dependencies
  • Fixes some type issues
  • Updates package publish process to use setuptools_scm
