RSL: Journey fixes #419

Fix for DailyTReK journeys containing consecutive legs with the same trips (the legs are now merged while loading the journey)
Fix paxmon.match_tolerance option
Fix paxmon.reroute_unmatched option
- Now requires ris.delayed_init=1 option to be set
- paxmon.initial_reroute_query_file option removed
Fix major delay handling for passengers that have almost reached the destination
RSL UI: Show connection lost message in header if the status query fails
RSL UI: Split group details view into tabs
