After reading it in detail I think this document needs some more work.
Maybe this can help you in the progress. This is the way that works well for me. First I try to create an outline of the main structure, then I write under each bullet point of the main points that I want to make, and then I look at the general coherence and logic. Thereafter I start to write out paragraphs to create the flow. Once this is done I look whether I have used concise language and have avoided run on sentences, and normally start rewriting everything making shorter sentences. Usually a sentence with more than 20 words I look at it twice to see if I can write it shorter or split it up. It is my approach. Then also depending on the topic I have someone else read it for me.

Given this it has been decided to focus on creating an in-house team of selected software developers. These developers will be groomed to develop all the additional skills necessary for effective collaboration and delivery as part of our internal software engineering process.

Is there any other additional difference as to why our tracker is a better implementation? Rust only cannot be the sole reason I think. I would add if you and @josecelano agree that we have better:
- Documentation
- Code quality
- Dockerization
- Etc.

In addition I think we should avoid using words such as "hope".
For me the way hope is used shows insecurity. I strongly believe that we have the right which stems from our work and dedication to express ourselves with confidence.

I think that in general there are more differentiators such as mentioned above.
I believe that our teams work is excellent and from comments made by @josecelano I am convinced of the reasons stated on top.

I think that it this should come at a different place. Not at the end, and possibly be close to the Ethos section.

I find the choice of word Ethos is not appropriate in relation to a company in what you want to express. In relation to a company you normally speak of culture.
I was curious as to the difference that may exist in case I was not aware of it I checked with Chat GPT asking for the difference between the two in relation to a company and it gave me this answer which I include for you:
