As titled. This moves the ActionButtons into the MapCard component. We still need to make these configurable in some way, but at least it gets these things in the right place.
This also cleans up a few things. For example, once we did this, the GenericMapHolder no longer needs the map as a prop. I've also removed a handful of unnecessary React fragments, which should better set us up for getting rid of the GenericMapHolder altogether.
