Adding our PCI DSS documents and overall regulatory updates to in/out-of-scope.

Please follow conventional commit standards
in your commit messages and pull request title.

Give us some context

  • What problems does this PR solve?
  • Add any context that will help us review your changes such as testing notes,
    links to related docs, screenshots, etc.
  • If your issue relates to an existing GitHub issue, please link to it.

AI Monitoring is approved for FedRAMP usage, adjust docs pages to reflect these changes.
Add PCI DSS page to our Standards, Regulations, Certs page and to the nav bar. In addition, update all our cert pages to add Pixie & NR AI to out-of-scope.
