Ingest: Fix date annotations

Description of proposed changes

This manually annotates some of the dates on the lineage 1a and lineage2 strains, which makes it more likely to infer a more accurate timetree and potential tree rooting.

# 1. Pull branch
git clone https://github.com/nextstrain/WNV.git fix-annotations
cd fix-annotations
git checkout fix-annotations

# 2. Check current metadata
nextstrain build ingest
grep "DQ116961" ingest/results/metadata.tsv

# 3. Add date
# edit ingest/defaults/annotations.tsv
