Add representative samples from early clades to "broad" H1N1pdm HA Nextclade dataset. Improves clade label annotations for older sequences by including clades 2, 3, 4, 6C, 7, and 8 in the dataset. Related to nextstrain/seasonal-flu#172

I tested this new dataset on master.clades.nextstrain.org by randomly sampling ~1000 H1 HA sequences per region and year between 2009 and 2014 (ending up with 901 sequences from augur filter). The resulting annotations look like this in the tree:
