Add ruifontes as an approved submitter

@ruifontes , due to feedback from community, people who considered that this procdess is not secure, that is, that maybe dangerous to grant all submitters to send any add-on, and not just add-ons associated with specific IDS, a new process is planned, where they will be two levels of confidence:

• Submitters that will be able to send just certain add-ons, for example add-ons maintained by them.
• • A limited number of submitters that will be able to send any add-on, even on behalf of other people, to help with the store maintenance. I suppose that this is the cause of this delay.

You can decide to wait, or if you want, for now I can send any add-on and if you want I can submit add-ons maintained by you in the meantime, and when changes are finished you will be able to send add-ons.
