Background
75% of content_libraries app tests are skipped because they were built to depend on the Blockstore micro-service, which could not easily be run in GitHub Actions.
Part of the reason we moved Blockstore to be an app was so we could run all the content_libraries tests in-process. We moved Blockstore to be an app, but we didn't update the tests. This PR will address that.
