Convert masquerade UI widgets to Function Components + TypeScript #1513

The masquerade UI widget:

... is using old-fashioned class-based components and JavaScript. In this PR I have modernized it, converting it to TypeScript and Function Components.

There should be no changes to the functionality, but the code should be much easier to understand.

@bradenmacdonald will do and I am willing to make these changes in Gradebook MFE but I am wondering who can review these?

@farhaanbukhsh I'm not sure who maintains the gradebook MFE, but I'm always happy to review TypeScript conversion PRs and I'm a Core Contributor on any frontend repos including all MFEs.

@bradenmacdonald would it be possible to pass patch coverage, there are a few conditionals that can be tested, and it will be good to have, otherwise it looks good.

@farhaanbukhsh Ah, right. I was planning to come back and improve the coverage but kept procrastinating. Now I've added some more tests and got the patch coverage up. I had to make some unrelated cleanups in a few other places/tests at the same time. Please check it out and let me know if this is good to merge!

@bradenmacdonald The other thing here which is looking a little off to me is the use of .then here, this can be handled very differently in the API layer but I think we can do that later. I can take a stab at this. :)

Thanks for the work here. 😄
