ceci va peut-être rendre cette issue #2071 obsolète bientôt...

CHANGELOG mis à jour et commandes testées en local avec Python 3.9.0 sans erreur si ce n'est un soucis de temps d'initialisation / réponse de l'API web.

⚠️ Ceci risque de poser en particulier problème aux réutilisations d'openfisca-france mais le problème venant des évolutions de la librairie Flask dans openfisca/openfisca-core#1181, il ne sera pas résolu par cette PR openfisca-france.
