chore: Update monorepo setup (#288)

* chore: handle vscode monorepo

* chore: add prettier to base directory

* chore: add local script and update husky

* chore: update volume for more complete linting

* chore: add python interpreter path

* chore: add Dockerfile to lint config files

* style: lint all files

* fix: fix husky

* fix: fix docker-compose volume

* docs: adding comments

* fix: refactor load_and_dump test
