This switches the publishing of openstack charms for stable/2023.2 to
the 2023.2/stable channel, and for ovn stable/23.09 to 23.09/stable
channel for the release of bobcat 2023.2. Note that ceph is staying on
reef/candidate as the charms now follow a slightly different release
strategy.

reef needs to be updated - https://github.com/openstack-charmers/charmed-openstack-info/blob/main/charmed_openstack_info/data/lp-builder-config/ceph.yaml#L9

No it doesn't. That would cause master -> reef/stable. I chatted with @sabaini and we agreed to keep it as reef/candidate. Please see the commit message :)
