correct ARM architecture detection regex in Docker image build for opctl

This PR fixes the development container image build failure caused by a missing Oracle Instant Client package.

Fixes #1104 – [Bug]: Development container image build failure due to missing Oracle Instant Client package.

Changes

• Corrected the ARM architecture detection regex in the Docker image build process.
• Ensures the correct Oracle Instant Client package is included when building for Mac M processors.

Testing

• Successfully built the development container image with the corrected regex.
• Verified that the Oracle Instant Client package is correctly included in the built image.
