Recently, we've relaxed the rule that public steps cannot have private steps in dependencies. This means we can simplify
PathFinder
a bit and search for a matching dependency whether it has -private suffix or not.We could in theory have two steps with the same name, one public and one private, where this would now fail. That's very unlikely to happen, though.

wasn't supported.)
