Move scripts from ops repo here. This makes the workflow easier as buildkite fetches owid-grapher repo, and any script changes will be reflected immediately without needing to redeploy lxc container.

build-codeanddeploy-contenthave barely changed.There are two buildkite jobs that run this. One deploys content and is triggered by deploy queue and the second one builds code and then deploys content.
