topotests: bgp_suppress_fib, disable bgp nexthop-group

The test fails, because the unexpected 40.0.0.0/8 prefix is received by r3. It should have been filtered out at installation time; consequently, the bgp update should not have been sent to r3. The issue happens, because the 'ip protocol' command is completely bypassed for zapi based routes that use nexthop group identifiers.
