The PEX issue has been resolved in cometbft/cometbft#4644. We can upgrade cometbft after this fix is released officially. |

Upgrades cometbft to the latest version, v0.38.15.
It includes fixing security vulnerability in the vote extensions validation (ASA-2024-011) as well as some bug fixes and improvements.
