Summary: Upgrade open telemetry protobufs from v0.10.0 to v1.3.2

This is a continuation of #1849. Since there was a new minor patch release since that PR was created, I decided to upgrade this to the latest version. This version of the protobufs adds support in the OTLP protocol for histograms.

Relevant Issues: #1968

Type of change: /kind feature

Test Plan: Verified the following:

  • Reviewed the opentelemetry-proto changelog and changes to assess that changes to the protos are uneventful aside from the renaming of the fields changed in this PR
  • Tested OTel export with v1.3.2 against a v0.48.0 open telemetry collector
  • Tested OTel export with v1.3.2 against a v0.105.0 open telemetry collector
  • Tested OTel export with v1.3.2 against New Relic's otel ingest
  • Tested OTel export with v1.3.2 against Datadog's otel ingest
