this prevents a redraw of every surface in an application whenever the input changes.
this conflicts with autopopup switching. Either I need to drop autopopup switching, disable tooltips if autopopup switching is enabled, or I need to change how autohopopup switching is implemented to use dbus or wayland protocols instead of simulating a click.

This adds some improvements for popup, subsurface, and tooltip handling for wayland clients. It has the menu bar and menu tree changes generally removed for now until I get that working properly. I'll draft some updates for a few clients before marking this ready.
