Factor vertex properties out into base renderer #7380

To prepare for more unified shape drawing code, this brings some common shape drawing state from the 2D/WebGL renderers into the base renderer.

This also starts to introduce a vertexProperties() API for renderers to add any other properties that might need to be stored per vertex.
