LGL: Update controlled information statement for clarity and accuracy. #123

Description

Addresses #(issue)

Updates controlled information statement for accuracy and clarity and to ensure pysat's legal rights over pysat code.

Type of change

Please delete options that are not relevant.

  • Bug fix (non-breaking change which fixes an issue)

How Has This Been Tested?

Updates comments. No additional testing required.

Checklist:
