- Drop redirection of private datasets since CKAN core can now handle this
- Update test container
- This is now a core feature, we don't need it in the plugin. We also need to adjust its behaviour to optionally give 404 on deleted datasets for PURL.

- GitHub Actions overrides HOME for unclear reasons, which breaks container expectations, actions/runner#863
force HOME directory to point at /root
