This commit is only relevant to release test charts for this branch and test it within Rancher 2.8. It can be, and should be, safely reverted afterwards.

Releasing test charts of Fleet v0.9 against Rancher (eg. 2.8) can still be useful, eg. to test changes such as #2577.
This adds scripts facilitating that, cherry-picked from
main.
