Install a-Shell

Add the Save Video to iPhone shortcut
Two ways to use it:

Tap the share button and then tap Save Video to iPhone in the share drawer that pops up. You may have to scroll down to find it.

Copy the URL and launch the shortcut from the Shortcuts app.
- Shortcuts launches a-Shell
- a-Shell downloads video to Files
- Shortcuts copies video to Photos app
- a-Shell deletes video from Files
- Shortcuts launches the Photos app
- Photos app shows downloaded video
It downloads the video as MP4 with H.264 video and AAC audio for maximum compatibility. It uses ffmpeg to convert the video if needed.
