wg-tools: remove strict dependency on BusyBox's ip link

BusyBox's ip link is enabled in OpenWrt's default configuration. Allow disabling it when doing custom builds, if ip-{tiny,full} is enabled. Signed-off-by: Rui Salvaterra <[email protected]>
