What does this PR do?
Updates @heroku/functions-core to v0.7.1 and removes the cloudevents dependency, which is no longer needed.
What issues does this PR fix or reference?
Fixes an issue with the cloudevents package where the Node engine restriction for certain versions was not allowing us to run this plugin in environments with Node 20 and above.
