New regular task frequency table, and task title and content enhancements

Added another table at the bottom of the main checklist, presenting the same regular tasks as in the existing second table, but with a greater focus on how often we suggest they might be done. This is to satisfy a feature request, and fixes #4.

Renamed title and filename of "Use customer-provided certificates" task to "Update TLS Certificates", to fix issue #7.

Fixed typo in body text of tasks/configure_programming_allowlist.md. Thanks to @soyaneder for spotting and fixing the typo!
