I was going through my own repos and forks, and I saw that https://github.com/kroimon/Arduino-SerialCommand did not have a license, so I dug to find this and saw it was licensed under LGPLv2.1.
This file is used by GitHub for metadata. Additionally, technically speaking this file should exist in the master repository for compliance purposes... So I propose including the file. :)
