slack-19.0: add flag to control vtorc recoveries #538

Description

This PR adds an --allow-recovery flag to control if a vtorc should perform actions to problems. This flag defaults to true

This is a temporary patch to allow us to tune vtorc discovery performance while old Orchestrator continues to handle recoveries
