This PR introduces an example smoke + chaos test for CRIB and CI integration.
It allows us to spin up CRIB environment and run various tests then teardown.
This test can be run locally with an already deployed OCRv1 crib or remotely in this workflow.

This PR enables temporary nightly runs while CRIB is under heavy development.
